<h4>Gratitude</h4>
<p>We are in a season when we take time to reflect on God’s goodness. There is much to trigger such awareness. As a synod, we just celebrated the ordination of our 14th seminary graduate. Should we be thankful for: The families who served as faith incubators? The congregations who nurtured the faith? The Bible camps, Lutheran colleges, and campus ministries that challenged and strengthened them for growth and service in God’s so loved world? <span id="more-3127"></span><img class="alignright size-medium wp-image-3157" title="Thanksgiving" src="http://www.eandsynod.org/news/wp-content/uploads/2011/11/Thanksgiving-300x224.jpg" alt="" width="300" height="224" />The seminaries and congregations who honed their skills and gifts for ministry? The candidacy committees who provided guidance and encouragement? The congregations who called them to serve, seeing God’s Spirit at work in their lives?</p>
<p>Yes! There is so much we do together for which we can be thankful. At the synod assembly, many of the faces I saw reminded me of the good work we have done together over the past years. God has raised up so many faithful lay leaders in congregations, it is truly our privilege to serve alongside of you.</p>
<h4>Mission</h4>
<p>It is also a season of making mission plans, of seeing how we will continue to be about God’s work through our hands in 2012. This leads to a thank you and a challenge. Thank you for your mission support which allows us to do all of the above and so much more. The challenge comes when we find ourselves reducing our support of these key ministries at the very time we need them most. As you and your congregation plan your mission support for 2012, prayerfully consider increasing your support for our shared ministries. Many of the good things we do together are at risk due to our flat or reduced support. It is my sincere hope that you have experienced the faithfulness our staff and synod council have exercised during challenging times.</p>
<p>In this season, it is not enough to say “thank you” to God for all of the blessings entrusted to our management. It is critical that our lives, the way we live out our gratitude, reflect the one who has blessed us to be a blessing. Thank you for being such a blessed and blessing people!</p>

<p>My sister kept M&amp;M‘s in her glove box as part of her winter survival gear. One day while giving our inquisitive niece a ride, our niece discovered the M&amp;M‘s. &#8220;What are <em>these </em>for, Auntie?&#8221; she asked with big eyes. &#8220;They are for an emergency,&#8221; my sister replied with a smile. A few moments later, the little girl stated, &#8220;Auntie, I think I‘m having an emergency.&#8221;</p>
<p><img class="alignleft size-full wp-image-2817" title="Orange M&amp;M" src="http://www.eandsynod.org/news/wp-content/uploads/2011/08/mms-orange.jpg" alt="" width="36" height="36" />This phrase is taking on a new meaning as the result of a wonderful project initiated by our sisters and brothers in the Western North Dakota Synod. My great wish is that EVERY member of our synod would have a new thought when they see M&amp;M‘s in the CAR: <strong>M</strong>ission and <strong>M</strong>inistr<strong>y <em>in the </em>C</strong>entral <strong>A</strong>frican <strong>R</strong>epublic. <span id="more-2813"></span></p>
<p style="text-align: center;"><strong>[ <a href="#resources" class="internal-link">Jump to congregational resources</a> ]</strong></p>
<p>The <a href="http://www.eandsynod.org/ministry/global/CAR.htm" class="internal-link">Evangelical Lutheran Church in the Central African Republic (EELRCA)</a> is our companion synod; they minister to and are themselves among the poorest people on earth.</p>
<p>The great news is that <strong>we are making a difference</strong>. Dianne Billie, who has been to the C.A.R. on our behalf on two separate occasions, sees progress in that country. The president of the EELRCA, Pr. Andre Golike, has expressed sincere thanks for our extra mile gifts which have been used for motorcycles, roofs, schools, scholarships, water projects, clinics and more! We are making a difference.</p>
<p><img class="alignright size-full wp-image-2816" title="mms-logo" src="http://www.eandsynod.org/news/wp-content/uploads/2011/08/mms-logo.jpg" alt="" width="189" height="57" />Wouldn‘t it be awesome if <em>every </em>member of our congregations would take a tube of M&amp;M‘s in the CAR with them, distribute them, fill the M&amp;M tube with quarters ($14), return them to their congregation, and (through the synod) make a huge impact on/for the church in the CAR? (In the Western North Dakota Synod, the project brought in over $54,000!)</p>
<p>While it sounds simple, $14 times 100,000 members would generate <strong>$1,400,000!!!! </strong></p>
<h4><strong></strong>This would be enough:</h4>
<ul>
<li>To equip the C.A.R. seminary</li>
<li>To staff and supply the Emmanuel Clinic in Gallo (the region‘s only hospital)</li>
<li>To provide spring boxes which supply fresh water for a whole village</li>
<li>To put roofs on 30 churches (currently waiting)</li>
<li>To build a Lutheran high school</li>
<li>To provide basic, Christian education for the 1000‘s of children in the CAR schools</li>
</ul>
<p>It‘s as easy as M&amp;M‘s in the CAR. Can it possibly be that simple? Could it be that easy, that attainable? The ELCICAR is having an emergency&#8230; God is calling them and equipping them and we are part of the solution, the answer to their prayers. <strong>Are you up for the challenge?</strong></p>
<h3>Mission &amp; Ministry for the Central African Republic is a <em>“sweet deal” </em></h3>
<p><img class="size-medium wp-image-2815 alignright" title="mm-CAR" src="http://www.eandsynod.org/news/wp-content/uploads/2011/08/mm-CAR-294x300.jpg" alt="M&amp;Ms in the CAR" width="235" height="240" /></p>
<p>At the Fall Professional Leadership Conference at Fair Hills in September, the EaND Synod distributed candy boxes of Mini M&amp;M tubes to each congregation. A reproducible bulletin insert is included with the candy which will detail collection information. It is also available for download below.</p>
<p>Congregations will share the sweets with its members. After the M&amp;Ms have been eaten and enjoyed, individuals and families are asked to refill the tube with quarters. Each tube holds $14 worth of quarters.</p>
<p>This <strong>special M &amp; M offering of quarters</strong> will make a significant impact on children and adults in the Central African Republic. In Bishop Rindy’s article (above) he outlines several positive effects of this project; in addition, <strong>your quarters will help: </strong></p>
<ul>
<li>Build schools through the Village Education Project and provide school supplies so children have access to education</li>
<li>Provide scholarships so young women can receive education and vocational training</li>
<li>Train new pastors and catechists to share the Good News of Jesus Christ</li>
<li>Provide clean drinking water to rural villages</li>
<li>Support youth and young adult ministry, as well as outreach to both urban and very rural areas of the C.A.R.</li>
<li>Support an agricultural program to double the income of farm families by introducing teams of oxen, replacing hand held hoes</li>
</ul>
<p>We ask you to enthusiastically embrace this project. Please publicize it in worship bulletins and congregational newsletters. What a creative, fun, and sweet way to help our brothers and sisters in Christ in one of the poorest countries in the world.</p>
<h4>Deadline</h4>
<p>The deadline for sending in the money collected is <strong>December 31, 2011</strong>; please send a check payable to EaND Synod with “M&amp;Ms in the CAR” in the memo line.</p>
<p>You are welcome to raise funds for the CAR at any time. You may choose to use the mini M&amp;M tubes some time other than this fall/winter, but for this particular campaign the deadline is Dec 31 and funds will be distributed in January.</p>

<h4>Opening Worship</h4>
<p>Worship leaders were Bishop Bill Rindy and Rev. Paula Mehmel from Martin Lutheran in Casselton. Bishop Rindy focused his message on Matthew 28, 25 and 22. The Shoebox offering this morning totaled $15,485.02 and will be faithfully donated to ELCA World Hunger.</p>
<h4>Plenary One</h4>
<h5>OPENING OF THE ASSEMBLY:</h5>
<p>The opening of this Assembly was called by Bishop Bill Rindy. Dakota Road provided the music for our worship service. The offering was designated as follows: 1?2 for Central African Republic Water Project, and 1?2 for Great Plains Food Bank.</p>
<h5>INTRODUCTION OF SPECIAL GUESTS:</h5>
<p>Mayor Dennis Walaker welcomed and thanked our EaND Synod voting members for coming to Fargo with our Assembly.</p>
<p>Bishop Rindy introduced Rev. Stephen Bouman, Director of Congregational and Synodical Mission, also the ELCA Churchwide representative to our Assembly. Rev. Bouman was serving as the Metro New York Synod Bishop during 911.</p>
<p>Bishop Rindy introduced Dr. Paul Baglyos, our ELCA Region 3 Coordinator.</p>
<p>Bishop Rindy introduced the Synod officers, Ms. Shar Gumke, Vice President; Mr. John Leininger, Secretary; Mr. Dave Molmen, Treasurer; and our parliamentarian, Mr. Howard Swanson from Grand Forks.</p>
<p>Bishop Rindy introduced our Assembly planning committee and our Synod Staff.	Also thanked Mr. Aaron Bye and Ms. Genesis Gaule who are responsible for all of the AV activities during our assembly.</p>
<h5>FIRST CREDENTIALS COMMITTEE REPORT:</h5>
<p>Rev. Peter Schmidt , Chairperson of the Credentials Committee, gave the first report of the Credentials Committee as follows:</p>

<h5>REPORT OF THE SECRETARY:</h5>
<p>SA.11.05.02	Mr. John Leininger, Secretary to the Synod, presented the certified minutes from the 2010</p>
<p>Synod Assembly and moved for approval as the official minutes of the Assembly. Second by Mr. Harmon Abrahamson. MOTION CARRIED.</p>
<h5>ANNOUNCEMENTS:</h5>
<p>Rev. Terry Brandt and Rev. Mark Strobel presented, very creatively, the special announcements.</p>
<h5>BIBLE STUDY l:</h5>
<p>Rev. Stephen Bouman, ELCA Director of Congregational and Synodical Mission, led our Bible study based on &#8220;The World God Loves&#8221; and &#8220;How We Are Engaging in Mission Together.&#8221; Bouman&#8217;s Bible study focused on Luke 22 and also chapters 5 &#8211; 10.</p>
<h5>STATE OF THE SYNOD ADDRESS:</h5>
<p>Bishop Bill Rindy focused on our people. From one perspective: We are wetter than we want to be; we are older than we want to be; we adjusted our Mission to our funding; most of the communities in our EaND Synod are experiencing a declining population; have we forgotten who we are? &#8220;Remember who we are and ask &#8211; who is God calling us to be.&#8221; We all are ambassadors for Christ! We have a responsibility to share the &#8220;Good News&#8221; with our neighbors. Remember, the Great Commission compels us to baptize and teach &#8211; make disciples. The Great Commandment compels us to love. This fall, the Synod Endowment Fund will surpass over $1 million in grants. Do you intend to continue in the covenant God made with you in your Holy Baptism?</p>
<p>Rev. Kari Bahe reported that throughout the ELCA a special program, the Congregational Leadership Academy, will be available to our lay people beginning in June 2011.</p>
<h5>LUNCH: 11:45 a.m.</h5>
<h4>Plenary Two</h4>
<h5>STATE OF THE ELCA:</h5>
<p>Rev. Stephen Bouman, ELCA Director of Congregational and Synodical Mission, brought us greetings from Bishop Hanson and the offices at ELCA Churchwide. Bouman thanked all of us and said we should be proud of the part we played through Lutheran Disaster Relief in assisting the families who were affected by the 911 disaster. He pointed out that because of funding challenges for ELCA Churchwide, we have had to cut Churchwide staff by one-third. Churchwide is now undergoing reorganization via determination of &#8220;who are we?&#8221;, and &#8220;what is our mission?&#8221; Bouman pointed out our need to continue to be centered in Holy Scripture. Congregational Centers for mission will be organized. We need to develop a table for new missions, a table for the renewal of every congregation, and a table for mission support. We have had 472 ELCA congregations vote to leave the ELCA; we have, in the past two years, 345 new congregations in development stages and 250 congregations in renewal. We are not lacking for missions that need the support of you/ELCA. What will your personal mission be? What mission will be part of your home congregation? What is God calling you to do? It is possible for every congregation to connect! With Christ all things are possible!</p>
<h5>REPORT OF THE VICE PRESIDENT:</h5>
<p>Ms. Shar Gumke, Synod VP, began her remarks by thanking Bishop Rindy, the Synod Staff and the Synod Council for their untiring work for our synod, especially during this past year at which time we were faced with many financial challenges. Let us all share the message, &#8220;Jesus loves me this I know, for the Bible tells me so!&#8221; Sometimes we are not always sure where God is in the midst of our challenges. We live in a hungry world. You know the message, meet the needs of our people where they are at and go with God. He is always in our midst.</p>

<p style="padding-left: 30px;">WHEREAS, the Eastern North Dakota (EaND) Synod has gathered together at this 2011 assembly under the theme &#8220;God&#8217;s work. Our hands. Meeting the Needs of a Hungry World&#8221;; and</p>
<p style="padding-left: 30px;">WHEREAS, II Corinthians, Chapter 8, verses 13 and 14a reads: &#8220;I do not mean that there should be relief for others and pressure on you, but it is a question of a fair balance between your present abundance and their need&#8221;; and</p>
<p style="padding-left: 30px;">WHEREAS, the ELCA&#8217;s constitution states the church shall serve in response to God&#8217;s love to meet the human needs of those in our world who are hungry and thirsty and in need of dignity and justice; and</p>
<p style="padding-left: 30px;">WHEREAS, the number of hungry people in the world, during the past three years, has grown from 840 million to slightly less than one billion; and</p>
<p style="padding-left: 30px;">WHEREAS, the current yearly giving for our EaND Synod to ELCA World Hunger, as of year-end 2010 is $1.45/baptized member, a decrease of 76 cents/baptized member from the previous year&#8217;s giving; and</p>
<p style="padding-left: 30px;">WHEREAS, 38%, 84 of the 223 congregations of our EaND Synod, made a contribution to ELCA World Hunger during 2010; therefore be it</p>
<p style="padding-left: 30px;">RESOLVED that each congregation in the EaND Synod challenge their membership to raise their annual giving to the world hunger program of the ELCA, exceeding the current giving level of $1.45/baptized member; and be it further</p>
<p style="padding-left: 30px;">RESOLVED this 2011 EaND Synod Assembly, using the inspiration, resources, and encouragement provided by this assembly, be a stimulus for every congregation to address the tremendous needs of an impoverished and hungry world.</p>

A Memorial Calling the Church to Speak and Act to Prevent Bullying, </strong><strong>Harassment and Related Violence</strong></p>
<p>Rev. Julie Johnson, member of the Committee of Reference and Council, presented the following resolution for consideration and adoption:</p>
<p style="padding-left: 30px;">WHEREAS, &#8220;If one member suffers, all suffer together with it; if one member is honored, all rejoice with it&#8221; (I Cor 12:26); and</p>
<p style="padding-left: 30px;">WHEREAS, in the ELCA Social Statement on Education (2007) we declared, &#8220;The ELCA expects communities of learning and teaching to be safe places. We recognize that school safety is an issue for all students, staff and teachers. Unfortunately, incidents of bullying, intimidation, and other forms of violence are not unusual. We affirm that personal safety and security are essential for optimal teaching and learning&#8221;;and</p>
<p style="padding-left: 30px;">WHEREAS, research indicates children with disabilities or special needs are at a higher risk of being bullied than others (Rigby, K.2002, <em>New Perspectives on Bullying</em>) and has concluded that bullying around issues of sexual orientation, non-conforming gender behaviors, and dress was the most common form of bullying, second only to issues of appearance (e.g. body size and disability&#8211;<em>The National School Climate Survey 2005</em>);and</p>
<p style="padding-left: 30px;">WHEREAS, The ELCA Social Statement &#8220;Human Sexuality: Gift and Trust&#8221; (2009) states, &#8220;[The church] will atte3nd to the particular needs of children and the families of those with actual or perceived differences in sexual orientation or gender identity because they are especially vulnerable to verbal, physical, emotional, spiritual, psychological, and sexual abuse&#8221;; and</p>
<p style="padding-left: 30px;">WHEREAS, increased media attention has made us acutely aware of tragic consequences (including youth suicide) if steps are not taken to prevent bullying, harassment, and other related forms of violence; and</p>
<p style="padding-left: 30px;">WHEREAS, the voice of the church addressing the intersection of race, economic stus, age, sexual orientation, gender identity and physical ability is a powerful witness to the healing and life affirming Gospel promise; therefore be it</p>
<p style="padding-left: 30px;">RESOLVED that the Eastern North Dakota Synod Assembly of the ELCA encourages new partnerships among our congregations, the synods, the churchwide organization, outdoor ministries, campus ministries, Lutheran School Association, Lutheran social service organizations, public schools, Lutherans Concerned/North America, counseling centers and governmental organizations in order to support and offer preventative programs addressing bullying, harassment, and other related violence, especially with higher risk populations; and be it further</p>
<p style="padding-left: 30px;">RESOLVED that these partnerships be encouraged to create or join with existing preventative programs which</p>
<p style="padding-left: 60px;">a) utilize positive, inclusive, empowering and developmentally appropriate materials,<br />
b) raise participants&#8217; awareness about the issue,<br />
c) focus on prevention,<br />
d) seek to change bystander behavior into ally behavior,<br />
e) create partnerships between youth and adults;</p>
<p style="padding-left: 30px;">and be it further</p>
<p style="padding-left: 30px;">RESOLVED that these partnerships seek funding for these efforts from a combination of funding sources not otherwise accessible individually, such as foundation grants, synod and Lutheran organizational grants (for example, Thrivent, Wheat Ridge Ministries, Women of the ELCA, etc.), private and governmental funding sources; and be it further</p>
<p style="padding-left: 30px;">RESOLVED that the Eastern North Dakota Synod of the ELCA memorialize the 2011 ELCA Churchwide Assembly to encourage, support and publicize new partnerships in ministry that emerge in our church addressing the prevention of bullying, harassment, and related forms of violence, especially with higher risk populations.</p>

<h5>TREASURER&#8217;S REPORT:</h5>
<p>Mr. Dave Molmen, Treasurer for the Synod, presented the 2010 actual, the 2011 revised budget and the 2012 proposed budget. Dave reported that 2010 was a challenging year financially, but in the final hour we achieved income of over 90% of the budget that was established at the 2009 Assembly. He also reported, very positively, that the Extra Mile fund in 2010 received $59,653, which was distributed to the Central African Republic and our local Synod outreach missions. The current budget is half of the budget one decade ago (adjusted for inflation). Dave pointed out that the Synod Council has been working on a budget that would look at paying the fixed expenses first and proportionately expend the dollars to those accounts designated in the proportional giving category as funds allow.</p>

<p style="padding-left: 30px;">WHEREAS, the growing and marketing of these products has developed a system that is grossly unjust toward the growers and producers in developing nations, which are the only nations that produce these products; and</p>
<p style="padding-left: 30px;">WHEREAS, <del>the Fair Trade movement has become a leading voice in addressing the issue of this injustice; and WHEREAS,</del> <em>the Fair Trade movement as promoted by the Lutheran World Relief Coffee Project: Equal Exchange has become a leading voice in addressing this issue of injustice; and </em></p>
<p style="padding-left: 30px;">WHEREAS, the greening of the globe is an issue in our world; and</p>

What can you share with others?&#8221; &#8220;Jesus will absorb our troubles, our illnesses, our challenges &#8211; take your problems to your Lord Jesus, for He is our Savior, our Redeemer, our Salvation.&#8221; &#8220;Put your faith in your Lord and risen Savior, Jesus Christ.&#8221; &#8220;Jesus will lift you up and be gracious unto you.&#8221; &#8220;To feed a hungry world, we can only do this together.&#8221;</p>

<p style="padding-left: 30px;">WHEREAS, Thrivent Financial for Lutherans and the predecessor fraternal organizations, Lutheran Brotherhood and Aid Association for Lutherans have been strong supporters of our Lutheran congregations; and</p>
<p style="padding-left: 30px;">WHEREAS, Thrivent Financial for Lutherans has given direct financial support to our congregation in recent years of $1,000 to $1,300 per year; and</p>
<p style="padding-left: 30px;">WHEREAS, this past year our congregation received $276 from Thrivent Financial for Lutherans through the new Thrivent Choice Program; therefore be it</p>

<p style="padding-left: 30px;">WHEREAS, for many in the EaND Synod there is still strong objection to allowing leaders living in publicly accountable, lifelong, monogamous, same gender relationship to be rostered.</p>
<p style="padding-left: 30px;">WHEREAS, we wish to affirm this church&#8217;s prior practice of allowing for the rostering of chaste/celibate gay or lesbian leaders to be ordained and serve in this church, therefore be it</p>
<p style="padding-left: 30px;">RESOLVED that the EaND Synod Assembly memorialize the 2011 Churchwide Assembly to direct the proper channels within the ELCA to revert the document of &#8220;Vision and Expectations&#8221;and the policies governing rostering leaders to its pre-2009 Churchwide Assembly content.</p>

<p><strong>RESOLUTION #7<br />
To revise the current rostering policies of the ELCA.</strong></p>
<p>Rev. Beth Peterson, member of the Committee of Reference and Council, presented the following resolution for consideration and adoption:</p>
<p style="padding-left: 30px;">WHEREAS, Martin Luther says: <em>Marriage should be treated with honor; from it we all originate, </em><em>because it is a nursery not only for the state but also for the church and the kingdom of </em><em>Christ until the end of the world </em>(Luther&#8217;s Lectures on Genesis 1-5) and;</p>
<p style="padding-left: 30px;">WHEREAS, Jesus also addressed the sanctity of marriage as a union that God alone forms between two people in Mark 10: &#8220;But from the beginning of creation, ?God made them male and female.&#8221; For this reason a man shall leave his father and mother and be joined to his wife, and the two shall become one flesh. So they are no longer two, but one flesh. Therefore what God has joined together, let no one separate.&#8221; ; and</p>
<p style="padding-left: 30px;">WHEREAS, traditional understanding of marriage is at risk of eroding as more and more public policies and societal norms recognize a state of living together as equivalent to marriage; be it therefore</p>
<p style="padding-left: 30px;">RESOLVED that the Eastern North Dakota Synod in assembly memorialize the ELCA Churchwide Assembly in 2011 to revise the standards in ?Vision and Expectations? and governing policies to uphold that all rostered leaders* limit sexual intercourse to the confines of marriage, as defined by the state in which the rostered leader is officially rostered.</p>

<p style="padding-left: 30px;">WHEREAS, the poor of the world are most vulnerable during times of food shortages; therefore be it</p>
<p style="padding-left: 30px;">RESOLVED that the Eastern North Dakota Synod of the ELCA, for the sake of the poor and the environment, encourage farmers <del>to adopt technologies that</del> maximize food production in a sustainable manner on land currently utilized for agricultural production; and be it further</p>

<p>Dr. Joel Kangas, member of the Committee of Reference and Council, presented the following resolution or consideration and adoption:</p>
<p style="padding-left: 30px;">WHEREAS, congregations of the Eastern North Dakota Synod request and appreciate the aid and counsel of their companion congregations in this synod and synod leadership in ascertaining fair, equitable, and adequate compensation and benefits for pastors and professional staff; and</p>
<p style="padding-left: 30px;">WHEREAS, the Eastern North Dakota Executive Committee has discussed and approved these guidelines and commends them to the 2011 Eastern North Dakota Synod Assembly and to the congregations of this synod for deliberation and use; therefore be it</p>
<p style="padding-left: 30px;">RESOLVED that the 2011 Eastern North Dakota Synod Assembly adopt and commend to the congregations of this synod these guidelines; and be it further</p>
<p style="padding-left: 30px;">RESOLVED that this assembly approve the publication and distribution of these Guidelines to congregations of this synod through the usual and appropriate means employed by the synod office.</p>
<p style="padding-left: 30px;">Submitted by the Eastern North Dakota Synod Council.</p>
<p><strong>SA.11.05.22 </strong>Motion by Dr. Joel Kangas, second by Ms. Sarah Lovas to adopt resolution #9. <strong>Motion </strong><strong>Carried.</strong></p>
<p>Bishop Rindy thanked the Committee of Reference and Council members for a job well done. He also applauded the Synod Planning Committee.</p>
<p>Rev. Kari Bahe, Associate with the Bishop, announced that the <a href="http://www.eandsynod.org/news-events/synod-assembly.php" class="internal-link">2012 Synod Assembly will be held April 21-22, 2012</a>. Location to be announced at a later date.</p>
<p><strong>SA.11.05.23 </strong>Motion by Rev. Paul Trenne, second by Ms. Sarah Lovas that the 2012 Synod Assembly focus on youth ministry and offerings collected during the assembly be directed to youth ministries in our synod budget and we challenge the Western North Dakota Synod to do the same. <strong>Motion Carried.</strong></p>
<p><strong>Rev. Peter Schmidt </strong>led a special closing devotion by advocating the feeding of the hungry people in the World. He called on each of our congregations to name a hunger advocate as a contact person in their congregation to assist with raising funds, food and ways of assisting to eliminate hunger in the world.</p>
<h4>CLOSING OF THE ASSEMBLY</h4>
<p>Bishop Rindy led the closing of the assembly with prayer followed by official adjournment of the 2011 EaND Synod Assembly.</p>

<p><em><a href="http://bible.oremus.org/?ql=108727922" class="external"></a></em>This weekend, the congregations of our synod are gathering in Fargo for our annual assembly. As we and they gather, we do so around the theme, God&#8217;s Work. Our Hands: Meeting the Needs of a Hungry World. This theme was adopted by our synod at last year’s assembly. Much of what they will be doing revolves around our care for the hungry.</p>
<p>The Bible is a big book. The Word of God comes to us through these Holy Scriptures. It comes bringing laws which accuse, restrict, guide, and shape us. The law even sentences us to death. These same Scriptures also reveal the Living Word to us in the life, death and resurrection of Jesus, the Christ, who alone can raise us up to new life, where as it says in the Small Catechism, (and Romans 6) to serve him in righteousness and blessedness all of our days.</p>
<p>Living in North Dakota, we know about ditches. Ditches are actually good things. They help to move water. They help to point out the road. But when you are driving down the road, they are good to avoid. In times like we’ve been experiencing, ditches can even be fatal. It’s good to avoid the ditches.<span id="more-2551"></span></p>
<p>In living out the Christian faith, there can be theological ditches as well. As good Lutherans, we know that we are not saved by good works. We are saved by grace, through faith, just as it says in Ephesians 2:8-9</p>
<blockquote><p>For by grace you have been saved through faith; and that not of yourselves, it is the gift of God; 9not as a result of works, so that no one may boast. (NASB)</p></blockquote>
<p><strong>But if we stop there at the end of verse 9, we can end up in a ditch.</strong> Not wanting to look like we are placing our trust on good works, at times we’ve avoided doing them altogether. After all, we wouldn’t want people to think that we’re working our way to heaven. We’re Lutheran! We know about grace!</p>
<p>If we read on to verse 10, we find out WHY we have been saved; our purpose in life: 10For we are His workmanship, created in Christ Jesus for good works, which God prepared beforehand so that we would walk in<br />
them.</p>
<p>While we are not saved by good works, we are saved for a life of God-given good works. As people who are so blessed, we are able to respond: we are response-able. As we live out this God-given life of good works, we are bearing good fruit, just as we were created to do. In so doing, we please God and put a smile on God’s face.</p>
<p><strong>So while we are saved <em>for</em> good works, we are not saved <em>by</em> them</strong>. This is one ditch to avoid. Putting our trust in our own good works, thinking that God will somehow let us into heaven because we’ve been good, is in reality, putting our trust in something other than the saving work of Jesus Christ. Showing up in front of a Holy God with your own righteousness is a foolish thing to do. To be clothed in the righteousness of Jesus Christ through faith in Christ alone is not only the safest, but also the only blessed way in which to stand before God.</p>
<p>From time to time, the church has fought over the roles or importance of grace and faith vs. good works. The epistle of James reflects this well. Some people argue that we need to be a Matthew 28 church, a great commission church. This is true. Jesus’ commission couldn’t be clearer:</p>
<blockquote><p>And Jesus came up and spoke to them, saying, &#8220;All authority has been given to Me in heaven and on earth. &#8220;Go therefore and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit, teaching them to observe all that I commanded you; and lo, I am with you always, even to the end of the age.&#8221;<br />

<p>As Lutheran Christians, we are to be in the disciple making business: Going, Making, Baptizing, and Teaching. This is most certainly true. Yet we are not only people of the Great Commission, we are people of the Great Commandment:</p>
<blockquote><p>&#8220;Teacher, which is the greatest commandment in the Law?&#8221; Jesus replied: “„Love the Lord your God with all your heart and with all your soul and with all your mind.? This is the first and greatest commandment. And the second is like it: „Love your neighbor as yourself.? All the Law and the Prophets hang on these two commandments.”<br />

<p>Our texts for today and the Great Commandment show that love is quite important to God as well: loving God intensely with all we are is important. <strong>We need to be a Matthew 22 church. </strong>Yet how does one love God? Scripture gives us hints at how we do that. One of the most clear comes from 1st John. While this whole letter compels us to love, these verses sum it up well:</p>
<blockquote><p>We love because he first loved us. 20 Whoever claims to love God yet hates a brother or sister is a liar. For whoever does not love their brother and sister, whom they have seen, cannot love God, whom they have not seen. And he has given us this command: Anyone who loves God must also love their brother and sister.<br />
1 John 4:19-20 (NIV)</p></blockquote>
<p>We know what love looks like because of Jesus’ modeling it for us: laying down one’s life for one’s friends&#8230; not only for Jesus friends, but for his enemies, those who killed him, and for the whole God-so-loved world. This is love in action, not in just words.</p>
<p><strong>This brings us full circle to today’s text.</strong> In caring for the least of these, we care for Jesus. In welcoming the stranger, feeding the hungry, clothing the naked, visiting the sick &amp; imprisoned, and giving drink to the thirsty, we are loving our neighbor. We are loving Jesus in his many and varied, distressing disguises. We are loving God. We need to be a Matthew 25 church.</p>
<p>So today, let us not allow the ditches to grab us, but rather let the ditches keep us on the road of being saved by grace through faith, while at the same time doing the works of love God laid out for us as response-able, well-loved children of God.</p>
<p>May our lives reflect God’s love in such ways that others will see our good works and give glory to our Father in heaven. May we feed the hungry in such ways that people might see how we love, fulfilling the law of Christ.</p>

<p><em></em>There are extremes in life which cause one to appreciate the amazing giftedness of life. They often come under the forms of opposites: pain/pleasure; toil/leisure; death/resurrection to eternal life. Cloudy days make us appreciate the sunny days more. Winter causes us to hope for the days of summer; the heat of summer causes us to reflect fondly on winter. These contrasts in life make life interesting for some, frustrating for others.</p>
<p>This month’s reflection follows this juxtaposition of our lives; times are good/difficult, times are filled with joy/sadness and in all of it&#8230; God is there ahead of us. <span id="more-2419"></span></p>
<p>During my time with the Conference of Bishops, one of the tasks we undertake is the assigning of seminary graduates to the synods of our region. As Terry, Kari, and I pour over the paperwork of seminary students, we look for candidates who would be good fits for our congregations; we are also mindful of our <strong>congregations being good fits for our candidates.</strong> That’s when it works best, when both congregation and pastor are blessed by serving together. I am so happy to share with you that seven such seminary graduates are coming to our synod. Each and every one of them brings unique gifts and experiences to the congregations they will serve: two are a clergy couple; two of them did their internships in our synod; two of them are single, the others married. Each one of them has been <strong>called, equipped, and now sent by God to serv</strong>e&#8230; I can’t wait to see how this all sorts out! With the Holy Spirit leading and guiding congregations and pastors, it is always a joy to see the Spirit’s handiwork.</p>
<p><strong>But, life is a mixture of those joy-filled times and the difficult times. </strong>And, on the other end of the spectrum, our Synod Council Executive Committee has been engaged in difficult discussion surrounding our mission plan. The financial amount each congregation has committed to share is less than the mission plan we approved together at our last synod assembly. Adjustments must be made. The stress level of making cuts is not healthy for our church and all of the mission partners involved. There are no easy cuts&#8230; and they can’t be shallow.</p>
<p>As you already know, there are only <strong>three ways to balance a budget/mission plan:</strong> on the expense side or on the income side, or a combination of the two. I’m not entirely sure that all of us together want to be the church in the ways in which constantly cutting expenses would shape us. I’m also not sure if we are willing to share our relative abundance the way in which we have been blessed these past years.</p>
<p>In my state of the synod address from last year, I told you that I was more interested in seeing the synod we are becoming, rather than looking back at the synod we have been. <strong>Is the future hopeful or is it scary?</strong> That depends on how we live in to it together as God’s people.</p>
<p>God continues to raise up faithful leaders, both lay and clergy. God continues to bless, equip, and send us all. When the Holy Spirit gets into the mix, anything can happen. I think it is not only fun to watch, but know<strong> I am blessed to get to roll up my sleeves and help make the future happen. </strong>You are blessed to do the same. And, what a privilege/challenge, joy/difficulty, it is&#8230; especially since God is in the midst of it all!</p>
<p><strong>Who will we be? I can’t wait to find out.</strong></p>

<p><strong> </strong>With the updated flood forecasts, the probability of flooding in several regions of North Dakota is rising. Here are a few suggestions of what you can do to prepare to minimize your loss during a natural disaster:<span id="more-2403"></span></p>
<ul>
<li><strong>Move snow</strong> away from your house’s foundation.</li>
<li><strong>Prepare a Family Emergency Plan:</strong> Identify an out-of-town contact who can communicate with separated family members; buy a cellphone or prepaid phone card to call family during an emergency; and subscribe to local alert services.</li>
<li><strong>Gather financial information</strong> (checks, saving books, cash, insurance policies, etc.) and store in a waterproof bag.</li>
<li>Gather important papers, documents and irreplaceable family memorabilia and store in an airtight plastic waterproof container.</li>
<li><strong>Store photo negatives off-site</strong> such as in a safe deposit box.</li>
<li>Make a <strong>list of valuables</strong> and take pictures of items and rooms. This is a valuable resource should your property sustain damage.</li>
<li>Make a <strong>contingency plan for lodging</strong> outside of the path of danger.</li>
<li>Keep a <a href="http://www.ready.gov/america/getakit/index.html" class="external"><strong>basic emergency supply kit</strong><span> (external link)</span></a> accessible.<br />
<em>This kit should include:</em>&nbsp;</p>
<ul>
<li>water</li>
<li>3-day supply of food and snacks</li>
<li>flashlight</li>
<li>NOAA Weather Radio and batteries</li>
<li>first aid kit</li>
<li>prescription medications</li>
<li>change of clothing</li>
<li>bedding and pet supplies</li>
</ul>
</li>
<li>If necessary, <strong>plug and seal floor drains,</strong> toilets, and sinks in lower level of your home to prevent water backup.</li>
</ul>

<h3>A Message from the Bishop:</h3>
<p><img class="alignleft size-full wp-image-2411" title="LDR-logo" src="http://www.eandsynod.org/news/wp-content/uploads/2011/03/LDR-logo.jpg" alt="" width="150" height="97" />For the past 15 years, <a href="http://www.ldr.org/" class="external">Lutheran Disaster Response<span> (external link)</span></a> has led the way in disaster response and recovery in North Dakota. Whether it was helping residents recover from the<strong> tornado in Northwood</strong>; responding to <strong>floodwaters</strong> in the Red River Valley, around Devils Lake or the Missouri River; <strong>Hands Across North Dakota</strong>; <strong>drought recovery</strong> in southwestern North Dakota—this program of <a href="http://www.lssnd.org/" class="external">Lutheran Social Services of North Dakota<span> (external link)</span></a> has worked with local pastors and community leaders to identify needs&#8230; organized the volunteers&#8230; worked in tandem with the Great Plains Food Bank, another program of Lutheran Social Services of ND, to provide emergency supplies&#8230; led coordination of other charitable organizations with government agencies to assure the wise stewardship of resources&#8230; and assisted with connecting people who had unmet disaster needs to the proper resources.</p>
<p>As a Lutheran, you can be <strong>proud of this tradition of service</strong> carried out in your name for all people of North Dakota, regardless of age, gender, religion or national origin.</p>
<p>Today we are facing a critical convergence of events—the possibility of major flooding and the potential repeat of statewide flooding as in 2009. Along with this, a <strong>shortfall of funding</strong> will keep Lutheran Disaster Response from providing any meaningful disaster response this spring.</p>
<p><strong><img class="size-thumbnail wp-image-2412 alignright" title="LSS-ND-logo" src="http://www.eandsynod.org/news/wp-content/uploads/2011/03/LSS-ND-logo-150x78.jpg" alt="" width="150" height="78" />Lutheran Disaster Response needs our help. </strong>Their absence would create enormous hardship for any part of our state afflicted by a natural disaster this year. We ask you to prayerfully consider making a donation, in any amount, to aid in this critical need. All funds will go to pay direct expenses for statewide disaster preparedness, response and recovery of Lutheran Disaster Response. A portion of these funds may also be used for direct client assistance.</p>

			<content:encoded><![CDATA[<h3>A Response to the Proposed ELCA Statement on Genetics</h3>

<p>I am writing this letter in response to the <a href="http://www.elca.org/What-We-Believe/Social-Issues/Social-Statements-in-Process/Genetics.aspx" class="external">ELCA Proposed Social Statement on Genetics<span> (external link)</span></a> which was released on Friday, February, 25th.</p>
<p>I first became invested in this issue last summer when this social statement was still in draft form. At the time, I was working as an agronomist and genetic technologies were a part of my recommendations for management of crops. I also farm with my husband near Hillsboro, ND, and we raise 100% GMO crops on our farm. Currently, I am a student at NDSU pursuing a Master of Science in Soil Science.</p>
<p>My response to the draft was to read it and create a letter of response to the ELCA Task Force on Genetics. My response letter outlined 7 specific items that I appreciated, and it also outlined 2 items that I thought the ELCA needed to work on. <span id="more-2397"></span>I concluded my letter by telling the ELCA that they <strong>need to work on the way that social statements are drafted</strong> because the current process causes too much stress at the congregational level. I read this letter, all 3 pages of it, at a meeting sanctioned by the Eastern North Dakota Synod for the sole purpose of discussing the draft social statement at the round level of the church. This meeting was held in Adams, ND in August of 2010. Bishop Bill Rindy, Rev. Kari Bahe, Associate with the Bishop, and Per Anderson Co-Chair of the Task Force on Genetics were in attendance. At that meeting, my comments were taken seriously.</p>
<p>Truthfully, I had no idea how seriously my comments had been taken until I read the Proposal Social Statement this past weekend. This is a <strong>well written document that is fair to all aspects of agriculture</strong>. I believe this document to an excellent document to use as a starting point for a bridge between urban and rural for facilitation of how genetic technology fits into agriculture today. If you are involved in agriculture and the ELCA church and have concerns with this statement, I encourage you to read the statement for yourself and create your own opinion.</p>
<p>One of the most powerful meanings of the statement for me as a farmer is the <strong>concept of humans as stewards</strong>. We are supposed to be stewards of the creation, which to a farmer, means feeding a hungry world while preserving the land and environment for the future. The farmers I know are already actively doing this. We are supplying food as a basic, human right. We produce the safest, most abundant, and cheapest food in the world, to feed a hungry a world. We also wish the future generations of farmers on our lands to have better opportunities. Thus, we take care of our land and our environment for generations to come. Genetic technology is certainly a component of making these things happen and this social statement proposal reflects that accurately.</p>
<p>There are other components of this proposal that, as a farmer, I also appreciated. I appreciate the ELCA’s position on regulation of genetic technology. It calls for regulation, but regulation must also be justified by specific concerns. This statement also shows value to the balance public, private, and government sectors and their various involvements with genetic technology. Overall, this proposal encourages us to use genetic technology as a gift from God in a responsible way for the betterment of all creation.</p>
<p>It’s important to note that this was a statement <strong>drafted to address other genetic technology issues beyond involvement in agriculture. </strong>The ELCA has taken a stance against the use of human cloning. The ELCA also has taken a stance against the use of genetic profiling, the practice of eugenics, and beliefs in genetic determination. I rejoice in the ELCA’s position on these topics as well.</p>
<p>I still request the ELCA to analyze the way it is creating its social statements. I understand the point of a social statement is to learn about The Living Word in our daily and current lives. As a Christian, this is good and necessary. However, I think we need to make sure that this is done in a manner that does not hinder the declaration of the gospel or the ability of our members to “love our neighbors as ourselves.” Throughout the consideration of the last few social statements this has definitely been a challenge. If we cannot achieve the objective of declaring the gospel and “loving our neighbor as ourselves” as our primary mission, it will be easy for any part of our mission to be questioned and potentially misguided.</p>
<p>That being said, the <strong>ELCA Task Force on Genetics listened to my comments</strong>. Because of the content of the current proposal, I’m also assuming they listened to the comments of others within the agricultural community. The truth is, when an informed comment based in fact was stated, it was heard and regarded justly.</p>
<p>I can attest that my personal <strong>relationship with Christ has been strengthened</strong> because of this experience. This is because this experience has challenged me to analyze The Living Word in my daily life and my daily calling. The Word was revealed to me through study of the scripture, the new relationships built with the many people who have a stake in this social statement, and most importantly, through my personal prayer with Christ himself. To the ELCA Church, to the Task Force on Genetics, and to the Bishop Bill Rindy and his staff&#8230; My sincere thanks!</p>

			<content:encoded><![CDATA[<p>We live in a time of anticipation. We have taken time to give God thanks for abundance we have received, while at the same time we prepare to meet Jesus. In this Advent season, we live between Jesus&#8217; first coming and his final appearing as King of Kings and Lord of Lords. We are people of the “mean time” or in between times. We live our day-to-day lives with the realization, &#8220;…what can be seen is temporary; what cannot be seen is eternal,&#8221;<span id="more-2168"></span> as the Apostle Paul reminds us.</p>
<p><img class="alignright size-full wp-image-2169" title="advent1" src="http://www.eandsynod.org/news/wp-content/uploads/2010/12/advent1.jpg" alt="" width="167" height="160" />Last May we gathered as people of the Eastern North Dakota Synod and <strong>committed ourselves to the ministries we do together.</strong> During the past month, each congregation has been contacted regarding its respective commitments for 2010. On behalf of these ministries, <em>Thank You</em>. Some congregations have exceeded their mission support commitment, some have doubled their support. Many others indicated their strong desire to fulfill their commitment, others are unsure.</p>
<p>With this information in hand, our synod council executive committee undertook the task of reducing our 2010 mission plan (budget) by $120,000 (11%). <strong>These cuts will affect ministries and people to whom we have made commitments</strong>, whom we have valued, and who have served on our behalf. The shared ministries affected by these reductions are:</p>
<ul>
<li>Synod Bible camps</li>
<li>Luther Seminary</li>
<li>Oak Grove Lutheran School</li>
<li>ND Lutheran Campus Ministry</li>
<li>Synod Office Closure &#8211; December 23-January 3, 2011</li>
<li>all of our churchwide ministry partners around the world</li>
</ul>
<p><strong>How might our future be changed?</strong> The answer lies with &#8220;us&#8221;, each one of us, the 100,000+ members and 225 congregations of the Eastern North Dakota Synod. We are richly blessed. We believe in the ministries we are called to do together. What we do matters.</p>

He mentioned the great work the Synod Endowment Fund is doing in assisting our seminary students to pay school expenditures and our pastors who are working to pay down their previous student loans. Bishop Rindy pointed out the financial challenges we continue to face in our synod. In 1989, the synod budget was $1.6 million, which was $500,000 more than our current budget. He emphasized and asked “what will the state of the synod be in 2010-2011?” There is a &#8220;God Sized&#8221; vision for us as individuals, congregations, synod and ELCA Churchwide. How will we get to where we need to be? How can we shape the vision of our synod? Bill reminded the voting members that this afternoon we will go out into the Jamestown community as &#8220;Laborers of the Lord.&#8221; We must continue to keep our Synod Ministries alive. He pointed out the <a href="http://www.eandsynod.org/news/2010/04/23/going-the-extra-mile-for-mission/" class="internal-link">challenge of &#8220;going the extra mile&#8221; around the synod</a> as follows: Oak Grove from $1,000 to $10,000; Red Willow Bible Camp from $1,000 to $10,000; Park River Bible Camp from $1,000 to $10,000; Luther Seminary from $60,000 to $100,000; Lutheran Campus Ministry from $123,000 to $175,000; Native American Ministry from $6,000 to $16,000; Dacotah O?Yate Lutheran from $62,000 to $80,000; Congregational Grants from $0 to $50,000; and Lutheran Disaster Response from $0 to $40,000. C.A.R. currently has over 70,000 members in 400 congregations. We need to add a budget item for our companion synod, C.A.R. including additional Village School Support to $200,000; a Lutheran High School &#8211; $200,000; Immunization and Birth Room at Gallo Clinic &#8211; $150,000; Books and Instructors for Seminary &#8211; $200,000; 32 motorcycles and ambulances &#8211; $64,000; and church roofs &#8211; $200,000. The “Extra Mile” budget would also enhance our churchwide ministries as follows: ELCA Global Missions for Missionary Sponsorships &#8211; $250,000; ELCA World Hunger – additional $250,000; and ELCA Lutheran Malaria Initiative &#8211; $250,000. EaND Synod has102,000 members &#8211; if each worshiper gave $6 per month or $72 a year X the 30,000 worshipers per month it would equal $2,160,000 &#8211; more than enough to accomplish the entire Extra Mile for Mission. What is the state of the synod? Bishop Rindy pointed out that &#8220;you, the voting members and our members will decide!&#8221;</p>
<p><strong>SYNOD ENDOWMENT FUND:</strong><br />
Craig and Julie Johnson spoke briefly about the <a href="http://www.eandsynod.org/ministry/regional/synod-endowment.htm" class="internal-link">Synod Endowment Fund</a>. We were the first Synod to establish an endowment, which is now 10 years old. Other synods are now following our lead. There is currently $2.6 million in our Endowment Fund. Last year we supported 27 seminarians. We supported 40-50 pastors by assisting them in paying debt relief AND pension equity payments.</p>

<p>Dave Molmen, Treasurer for the Synod, presented the financial report and the proposed 2011 Mission Plan (budget). Dave also reported that our morning offering was $5,729.09, which will be equally divided between the Lutheran Malaria Initiative, Sudanese Worship Community and Lutheran Disaster Relief. The financial reports are attached to these minutes.</p>

<p>Pastor Beth Peterson, member of the Committee of Reference and Council, presented the following resolution for consideration and adoption:<br />
<strong>RESOLUTION #1 </strong>- TO REMOVE THE SOCIAL STATEMENT “HUMAN SEXUALITY: GIFT AND TRUST”*<br />
WHEREAS, the 2009 Churchwide Assembly of the Evangelical Lutheran Church in America, in accordance with ELCA bylaw 12.12.01, adopted a social statement “Human Sexuality: Gift and Trust” by exactly a two-thirds vote; and<br />
WHEREAS, the social statement has generated substantial disagreement and debate among faithful members of the ELCA; and<br />
WHEREAS, members of the Eastern North Dakota Synod of the Evangelical Lutheran Church in America believe that the social statement “Human Sexuality: Gift and Trust” should be reconsidered and removed [revised]; and<br />
WHEREAS, “Policies and Procedures of the Evangelical Lutheran Church in America for Addressing Social Concerns” expressly provides for reconsideration of a social statement by the Churchwide Assembly following its adoption and its removal or revision; therefore, be it<br />
RESOLVED, that the Eastern North Dakota Synod Assembly direct the Eastern North Dakota Synod Council to request the Church Council to request the Churchwide Assembly to reconsider and remove [revise] the social statement “Human Sexuality: Gift and Trust” in accordance with “Policies and Procedures of the Evangelical Lutheran Church in America for Addressing Social Concerns.”.</p>
<p>* The “Policies and Procedures of the Evangelical Lutheran Church in America for Addressing Social Concerns” provides a process for reconsideration of a social statement. This process applies in lieu of the motion to rescind/amend something previously adopted as addressed in Robert’s Rules of Order, Newly Revised (10th ed.), section 35. The relevant provision of the ELCA policy on p. 17 states as follows:</p>
<p>Churchwide Assemblies may reconsider previously adopted social statements. Such reconsideration may involve either a revision or removal of the statement. This may be done in two ways:</p>
<ol>
<li>A Churchwide Assembly, by a two-thirds vote, may call for the reconsideration of a social statement at the next assembly. Subsequent to such a vote, the social statement shall be referred to the Church in Society unit for re-study. The proposed change and the reasons for it shall be made available to this church with an official notice of such proposed action to be sent to the synods by the secretary of this church at least three months prior to the Churchwide Assembly at which it will be considered. A two-thirds vote of the assembly shall be required to revise or remove the social statement.</li>
<li> The Church Council by a two-thirds vote of its voting members may ask the Churchwide Assembly to reconsider a social statement. Such Church Council action must be taken no later than at the Church Council meeting in the autumn prior to the assembly. The proposed change and the reasons for it shall then be made available to this church with an official notice of such proposed action to be sent to the synods by the secretary of this church at least three months prior to the Churchwide Assembly.</li>

<h4><strong>BIBLE STUDY:</strong></h4>
<p>Rev. Dr. Gemechis Desta Buba led our Bible study based on Jeremiah 6:16. Our church is built on unmovable rock. Our church will stand, it will not die. The church will continue when we stand on the Rock, our Lord and Savior, Jesus Christ. The future is open and full of possibilities. The future is forward, move your church forward. We have to go to the mountain with the Gospel of Jesus Christ. Each of us has this responsibility. The future of the Church is the second coming of Jesus Christ. The Holy Word of our Lord, is the same yesterday, today and tomorrow &#8211; it will never change. The promises of our Lord will never change.<br />
Many things, countries, resolutions will come and go, but the word of truth in the Bible will never change. Our Church must move forward, we must walk into the future. Rely on our Lord to walk with you as you go and tell others of the Lord&#8217;s promises in the New Testament. Tell them of the Good News. Who is paying for our future? JESUS CHRIST. The action of the church is the life of the church. Without a mission, there is no church. Focus on the mission of Jesus Christ. Love your neighbor as you love yourself. We, the EaND Synod, are at a crossroads &#8211; we either move forward by taking our ministry to the mountain top, or we will continue to struggle with our ministry.</p>

<p>What is God calling this Church to be and to do? Our council decided we are going to lead the EaND Synod with the Bible and not with the binder. What if every baptized member in our congregations was a missionary for Christ? What if everyone had the vision and the goal of, “I love to tell the story of Jesus”? What if we all focused on mission and not the care of our church buildings and grounds? What if we all focused on helping others grow in their faith with Jesus Christ? The future of our church is in your hands. There is no magic formula, all you need is hope and faith &#8211; &#8220;our hope is built on nothing less than Jesus Christ&#8221;!</p>
<p><strong>REPORT OF THE ELECTIONS COMMITTEE:</strong></p>
<p>Scott Block, member of the Elections Committee, stated that the slate of candidates for positions on the Synod Council and as voting members to the Churchwide Assembly presented to the assembly yesterday will stand as presented, since no additional nominations were received.</p>

<p><strong>ADOPTION OF THE 2011 MISSION PLAN:</strong></p>
<p>Dave Molmen, Synod Treasurer, reported that our Sunday morning offering was $6,534.05. This amount is designated to be divided equally between the Lutheran Malaria Initiative, Sudanese Worship Community and Lutheran Disaster Relief. He also reported that the Extra Mile Fund to date is $8,103.00, which includes motorcycles for C.A.R. at $333.00.</p>
<p>SA.10.04.08 Motion by Dave Molmen, second by Megan Hogstad to adopt the 2011 Plan of Mission, asking God&#8217;s help in accomplishing it, further committing that every member of this assembly should carry it back to their congregation with enthusiasm and conviction of God&#8217;s big mission for us. WHEREAS, the 2009 Churchwide Assembly of the Evangelical Lutheran Church in America adopted resolutions on ministry policies that included a commitment to “finding ways for people in publicly accountable, lifelong, monogamous, samegender relationships to serve as rostered leaders of this church” [CA09.05.26] and also included a process of “structured flexibility” that would eliminate the prohibition on rostered service by individuals in such relationships while not imposing such service on any expression of this church [CA09.05.27]; and<br />
WHEREAS, in compliance with and in order to implement the actions of the 2009 Churchwide Assembly, the ELCA Church Council has amended the policy on reinstatement to the roster and has considered amendments to “Visions and Expectations,” “Definition and Guidelines for Discipline,” the “Candidacy Manual,” and other documents; and<br />
WHEREAS, members of the Eastern North Dakota Synod of the Evangelical Lutheran Church in America seek the rescission [amendment] of the actions of the 2009 Churchwide Assembly on ministry policies and of the actions adopted by the Church Council to implement them and desire the restoration of ministry policies that authorize sexual intimacy for rostered persons only in the context of heterosexual marriage; therefore, be it<br />
RESOLVED, that the Eastern North Dakota Synod Assembly memorialize the 2011 Churchwide Assembly of the Evangelical Lutheran Church in America as follows:</p>

WHEREAS, the ELCA Churchwide Assembly considers statements, resolutions, and policies that have a major impact on congregations of the Evangelical Lutheran Church in America; and<br />
WHEREAS, these statements, resolutions, and policies are adopted by duly elected, voting members who are a small cross section of the Evangelical Lutheran Church in America; and<br />
WHEREAS, in the past, independent groups have sought to influence voting members at the ELCA Churchwide Assembly to vote in ways favorable to their causes; and<br />
WHEREAS, individuals and congregations of the Evangelical Lutheran Church in America may have differing convictions on social statements, resolutions, and policies that are adopted by the voting members of the ELCA Churchwide Assembly; and<br />
WHEREAS, congregations of the Eastern North Dakota Synod, along with congregations in many synods of the ELCA, have a strong desire to participate in the shaping of this church by having the opportunity to either ratify or reject major decisions, (similar to the system used by the Presbyterian Church, USA); and<br />

WHEREAS, the ELCA LIFT task force will be making recommendations regarding the way in which major decisions are made in this church to the Conference of Bishops, the ELCA Church Council, and the 2011 ELCA Churchwide Assembly for possible action; therefore be it RESOLVED, that the ELCA LIFT task force be urged to consider recommending the implementation of a congregational ratification process whereby all statements, resolutions, and policy changes passed by the ELCA Churchwide Assembly that define matters of doctrine and the teachings of this church must be ratified by a two-thirds majority of the member congregations of the Evangelical Lutheran Church in America; and be it further<br />
RESOLVED, that the Eastern North Dakota Synod Assembly direct the Synod Council to forward this resolution to the Church Council&#8217;s Executive Committee for referral to the Living Into the Future Together (LIFT) Task Force in accordance with the bylaws and continuing resolutions of this church.</p>

<p><strong>RESOLUTION #5</strong> – ESTABLISHING A THEME FOR THE 2011 EaND SYNOD ASSEMBLY<br />
WHEREAS, the Eastern North Dakota (EaND) Synod of the ELCA has gathered together at this 2010 assembly under the theme, “God&#8217;s Work. Our Hands. Together in Mission”; and<br />
WHEREAS, Matthew, Chapter 25, verses 35, 40 read: brothers and sisters, 35 “for I was hungry and you gave me food, I was thirsty and you gave me something to drink…” 40 “And the king will answer them, „Truly I tell you, just as you did it to one of the least of these who are members of my family, you did it to me?”; and<br />
WHEREAS, the ELCA&#8217;s constitution states the church shall serve in response to God&#8217;<span class="__mozilla-findbar-search" style="padding: 0pt; background-color: yellow; color: black; display: inline; font-size: inherit;">s</span> love to meet the human needs of those in our world who are hungry and thirsty and in need of dignity and justice; and<br />
WHEREAS, the number of hungry people in the world, during the past two years, has grown from 840 million to slightly over one billion; and<br />
WHEREAS, the current yearly giving for our Eastern North Dakota (EaND) Synod, as of year-end 2009 is $2.21/baptized member; therefore be it<br />
RESOLVED, that each congregation in the Eastern North Dakota Synod, the heart of the Bread Basket of the World, challenge their membership to raise their annual Giving to the world hunger program of the ELCA, meeting or exceeding the current giving level of $2.21/baptized member; and be if further<br />
RESOLVED, this 2010 Eastern North Dakota Synod Assembly expand the mission emphasis of this assembly by challenging us to come together at our 2011 Synod Assembly under the theme, “God&#8217;s Work. Our Hands. Meeting the Needs of a Hungry World.”</p>

<p><strong>RESOLUTION #6</strong> – 25th ANNIVERSARY OF FAITHFUL SERVICE TO EaND SYNOD<br />
WHEREAS, 25 years ago she began working for the Synod with a mission for equipping leaders for Ministry; and<br />
WHEREAS, for those 25 years she has worked faithfully, tirelessly, and “resourcefully” to further our knowledge, understanding, and creativity; and<br />
WHEREAS, she loves the Lord and desires strong leaders for the Gospel; and<br />
WHEREAS, she has the determination of a detective to find just the right thing for each request; and<br />
WHEREAS, she is our human “google” …. with much more personalized and caring service; and<br />
WHEREAS, she has blessed us with her ministry; and<br />
WHEREAS, she has served with purpose, care, and professionalism; and<br />
WHEREAS, as Director of the Eastern North Dakota Synod Resource Center, she has built a magnificent Resource Center that is recognized all over the ELCA, and beyond, as the model Resource Center; therefore be it<br />
RESOLVED, that September 14, 2010 be declared Julie Aageson Day in the Synod to celebrate and thank her for 25 years of faithful, creative, “resourceful” ministry and her continued commitment to acquiring and maintaining resources which improve our understanding of God, self and world; and be it further<br />
RESOLVED, that we begin showing our appreciation today with a round of applause.</p>
<p>SA.10.04.13 The resolution was unanimously approved by our Assembly Delegates. Motion Carried.</p>
<h4>CLOSING OF THE ASSEMBLY</h4>
<p>Bishop Rindy led the closing of the Assembly with prayer and song followed by official adjournment of the 2009 EaND Synod Assembly.</p>
